That’s according to Leon Davis, BC SPCA Nanaimo Branch Manager who says up to now he hasn’t been able to convince city council there’s a problem.
But Davis says when he next approaches council, he has a plan.
He would like to ask council to direct their new animal control bylaw officer, who also works in Victoria, to issue a report……
Armed with such a document, Davis figures council would agree to draft a bylaw allowing animal control to go out and pick up stray cats upon receiving a complaint from a homeowner.
